Just Guidelines

Of course this is impossible to confirm but it does make sense:

Key said he was never trained on the Geneva Conventions and was told in Iraq that the international law guiding humanitarian standards were "just guidelines."

You see they're guidelines, not rules. Something like, try to avoid torturing someone if you can but if you're really in a bind you can do stuff like this.
